David Hickey is a partner in Kelley Drye & Warren LLP’s Washington, D.C. office and a member of the firm’s Government Contracts practice group. He previously was a partner at Barnes & Thornburg LLP, a shareholder at Greenberg Traurig LLP and in-house counsel for General Dynamics Advanced Information Systems.
Mr. Hickey represents clients on a wide spectrum of legal and legislative matters related to federal contracts and defense and national security issues. Mr. Hickey, who is a former U.S. Army infantry officer and Capitol Hill staffer, has years of experience advising clients on federal procurement issues.
He represents clients on contract disputes between contractors and with federal agencies, he drafts and negotiates teaming agreements, compliance agreements, contracts and subcontracts. Mr. Hickey also conducts internal investigations, and counsels and defends clients facing government inquiries, audits, investigations or contract claims. He also advises federal government contractor clients on a variety of procurement compliance issues, including the Federal Acquisition Regulation (FAR), the Department of Defense FAR Supplement (DFARS) and the General Services Administration (GSA) Acquisition Manual. Mr. Hickey also routinely advises clients on due diligence matters that involve the purchase or sale of a government contractor and on small business contracting issues. Mr. Hickey also advises clients on federal energy programs.
Prior to his private law firm practice, Mr. Hickey served as a staff investigator for the United States Senate Committee on governmental affairs and special investigations. He also was a manager in the United States House of Representatives, Office of the Clerk, where he implemented congressional ethics responsibilities under the Lobbying Disclosure Act, Ethics in Government Act, Congressional Mailing Standards, House Gift and Travel Rules and the Federal Election Campaign Act.
Mr. Hickey is a graduate of the Virginia Military Institute and earned his juris doctor from the Catholic University of America, Columbus School of Law.
