Heartland Consulting has been awarded a Blanket Purchase Agreement (BPA) by Western Area Power Administration (WAPA) within the U.S. Department of Energy (DOE). WAPA is the largest of the four power-marketing administrations (PMAs)—with a service area that encompasses a 15-state region of the central and western United States. WAPA’s role is to market and transmit wholesale electricity from multi-use water projects by utilizing more than 17,000 circuit mile transmission systems to carry electricity from 56 hydropower plants. WAPA sells power to preference customers including Federal and state agencies, cities and towns, rural electric cooperatives, public utility districts, irrigation districts, and Native American tribes.
Heartland will provide a wide range of support services including Engineering, Budget and Finance, Real Estate, Environmental Support, Public Utilities, Project Management Support, and Administrative Support Services. The BPA has a ceiling value of $20M over 5 years. The contract expands on Heartland’s role as a partner with multiple Department-level Federal agencies and offices. It also reiterates Heartland’s capacity to support a wide range of government services across each region of the country.
Heartland’s Chief Executive Officer, John English, stated, “This is Heartland’s first contract within WAPA and we are extremely honored to have this opportunity to support the PMAs. For more than 38 years, as a Congressman and the Chief Executive Officer of the National Rural Electric Cooperative Association (NRECA), Heartland’s Chairman, Mr. Glenn English, championed the efforts to prevent the sale of the power-marketing administrations (PMAs) to the private sector. This critical infrastructure, built in the 1930s, has generated electric power throughout western United States and we are delighted to support WAPA’s mission.”
